In 2026, an employee paid $50,000 a year costs their employer about $58,000 in Quebec, 16% more than the salary. The gap comes from vacation pay (4%), the Quebec Pension Plan (6.30%), employment insurance (1.82%), the Health Services Fund (1.65%), CNESST, QPIP and the labour standards contribution.

## In short
- Employer contributions add about 12% to a $50,000 salary; with vacation pay, the total is about 16%.
- The cost per hour actually worked (close to $30 at $50,000) is more useful than the posted hourly wage.
- Your CNESST rate depends on your classification unit: replace the 1.54% average with your own.
- Indicative calculation with no benefits by default: add your group insurance and pension plan.

## Which contributions does a Quebec employer pay in 2026?

Seven contributions are added to the salary: QPP and QPP2, employment insurance, QPIP, the Health Services Fund, labour standards and CNESST. Each has its own rate and annual ceiling.

| Contribution | Employer rate | On which earnings | Maximum per employee |
|---|---|---|---|
| QPP (base plan and first additional contribution) | 6.30% | Between $3,500 and $74,600 | $4,479.30 |
| QPP2 (second additional contribution) | 4% | Between $74,600 and $85,000 | $416.00 |
| Employment insurance (Quebec rate × 1.4) | 1.82% | Up to $68,900 | $1,253.98 |
| QPIP | 0.602% | Up to $103,000 | $620.06 |
| Health Services Fund (total payroll of $1M or less, service sector) | 1.65% | All earnings | No ceiling |
| Labour standards | 0.06% | Up to $103,000 | $61.80 |
| CNESST (health and safety) | Your unit's rate; 2026 average: 1.54% | Up to $103,000 | Depends on your rate |

## How is the calculation done?

The calculator starts from the **annual base salary**, then adds vacation pay: 4% under 3 years of continuous service, 6% from 3 years, according to CNESST [5]. Contributions are calculated on that total, each with its own ceiling.

The **cost per hour actually worked** divides the total cost by the hours the person is really at work: 52 five-day weeks, minus 8 statutory holidays and 2 weeks of vacation (3 weeks at 6%). That is the figure to compare with a subcontractor or a software subscription.

The HSF is 1.65% for a total payroll of $1M or less outside the primary and manufacturing sectors; above that it rises gradually to 4.26% [4]. If your payroll exceeds $2M, the workforce skills development contribution (1%) also applies; it is not included here.

## Example: what does a technician paid $50,000 cost?

**Technician, $50,000 a year, under 3 years of service, 40 h per week**

- Base salary : $50,000.00
- Vacation pay (4%) : $2,000.00
- QPP: ($52,000 − $3,500) × 6.30% : $3,055.50
- Employment insurance: $52,000 × 1.82% : $946.40
- QPIP: $52,000 × 0.602% : $313.04
- HSF: $52,000 × 1.65% : $858.00
- Labour standards: $52,000 × 0.06% : $31.20
- CNESST (average rate): $52,000 × 1.54% : $800.80
- **= $58,004.94 a year, or $29.96 per hour actually worked (1,936 hours)**

## What are the limits?

- This is not a payroll calculation: rates apply to pay issued in the year, and QPP is calculated per pay period with a prorated exemption.
- Your actual CNESST rate can differ greatly from the average (an office pays far less than a roofing site).
- Overtime, bonuses, paid sick days, training and group insurance are not counted.
- For a hiring decision, have your accountant check your figures.

## Frequently asked questions

### How much does a minimum-wage employee cost in Quebec in 2026?

At the $16.60 hourly minimum wage (since May 1, 2026), 40 hours a week comes to $34,528 a year. With 4% vacation pay and employer contributions, the total cost is around $40,000. Enter 34528 in the calculator to see the details.

### What percentage should I add to a salary to estimate employee cost?

For a $40,000 to $75,000 salary, mandatory employer contributions add about 11% to 12%, and vacation pay 4% or 6%. Count roughly 15% to 18% before benefits, then add your insurance and pension plan if any.

### Is vacation pay a cost on top of salary?

Yes, if you compare with a base salary paid only for time worked. In Quebec, vacation pay is 4% of gross wages before 3 years of continuous service and 6% from 3 years. During vacation you pay the person while they are not producing.

### Where do I find my CNESST contribution rate?

It appears on your CNESST assessment notice and depends on your company's classification unit. The 2026 average is $1.54 per $100 of payroll, but an actual rate can be much lower or higher.

### Is the HSF always 1.65%?

No. In 2026 it is 1.65% for a total payroll of $1M or less outside the primary and manufacturing sectors (1.25% for those), then rises to 4.26% at $7.8M and over. The calculator lets you enter your own rate.

### Why calculate the cost per hour actually worked?

Because an employee is paid during vacation and statutory holidays. To compare with an hourly subcontractor or with software, divide the total cost by the hours actually available, not by the hours paid.
