What a marketing agency costs in Quebec, and how to compare two quotes
An agency's cost depends on its billing model (monthly retainer, hourly rate, project fee or a share of the ad budget) and on what is actually included. According to Pilotiko's estimate (2026 pricing study), assembling a full marketing capacity from agencies and tools costs $16,688 to $55,023 a month.
In short
- Four billing models dominate: monthly retainer, hourly rate, project fee and a percentage of ad spend.
- Two quotes at the same price can cover very different work: compare deliverables, commitment length and out-of-scope fees.
- Be wary of ranking promises: Google says you cannot pay for a better local ranking.
- Pilotiko estimate, 2026 pricing study: $28,426 a month in the mid-range scenario for full capacity from agencies and tools.
How do marketing agencies bill for their work?
Through a monthly retainer (a fixed amount for a set of deliverables), an hourly rate, a project fee (a website, a campaign) or a percentage of the ad budget they manage. Many quotes mix two models.
We do not give a rate range for each model. No official schedule covers Quebec agencies, and prices vary with agency size, industry and scope. The only reliable number for your business is the one in the quotes you receive.
| Model | How it works | Strength | What to check |
|---|---|---|---|
| Monthly retainer | Fixed monthly amount for a list of deliverables | Predictable budget | Exact deliverables, commitment length, what falls outside scope |
| Hourly rate | Actual hours billed at the agreed rate | Flexible for small needs | Hour cap, detailed timesheets |
| Project fee | Fixed price for one deliverable (website, branding, campaign) | Total known up front | Number of revisions, maintenance after delivery |
| Share of ad spend | Fees calculated on the media budget managed | Scales with campaign size | Media budget itself is extra; monthly minimum |
| Pay for results | Payment tied to leads or sales delivered | Shared risk | How a result is defined, attribution window, disputes |

What does full marketing capacity cost when bought from agencies?
According to Pilotiko's estimate (2026 pricing study), $16,688 to $55,023 a month, with a mid-range scenario of $28,426, combining several agency mandates and the tools they need, excluding the media budget.
Full capacity means search, content, advertising, social media, answering enquiries and reporting. Most service businesses only buy part of that bundle. Use the figure to place a quote in context, not as a price to pay. The assumptions are set out in the study on the cost of a marketing team in Quebec.
To weigh that amount against an in-house team or software, read the pillar guide on marketing and sales costs for a small business, or enter your numbers in the agency vs in-house vs software calculator.
Which questions should you ask to compare two quotes?
Ask every agency the same questions, in writing, and insist on numbers. A quote you cannot compare line by line is not really a quote yet.
Ownership is the question people skip. Make sure your Google Business Profile, ad accounts and domain name are in your name. Otherwise, switching agencies can mean starting over. The guide to a complete Google Business Profile explains why that listing matters so much.
- Deliverables: how many posts, articles, pages or campaigns per month? Who writes, who approves?
- Term: what is the minimum commitment? How much notice to end the contract?
- Onboarding: are there setup fees? What do they cover?
- Out of scope: what rate applies to extra requests and revisions?
- Media budget: are management fees separate from the money paid to Google or Meta?
- Ownership: who owns the website, ad accounts, Google Business Profile and content when the contract ends?
- Reporting: which metrics will you see each month, and where does the data come from?
- Compliance: who manages consent for commercial emails and texts?
What does comparing two quotes look like in practice?
The monthly headline price told you almost nothing. Once setup fees, term and out-of-scope charges are added, the gap between A and B nearly disappears, and the real difference is what each mandate covers. To decide whether either is worth it, use the method in the guide to calculating the ROI of software or marketing spend.
Which agency promises should raise a red flag?
A promised top spot. Google puts it plainly: there is no way to request or pay for a better local ranking [1]. Local results are mainly based on relevance, distance and prominence [1].
Privileged access to Google's systems. Google states that no third-party tool has access to its internal ranking or AI systems [2]. An agency can have good tools and a sound method; it does not have a back door.
Hundreds of pages a month. Google defines scaled content abuse as creating many pages mainly to manipulate rankings, for example with generative AI tools, without adding value for people [3]. Volume is not a sign of quality.
Mass email campaigns with no talk of consent. Canada's Anti-Spam Legislation prohibits sending a commercial electronic message without express or implied consent, and requires sender identification and an unsubscribe mechanism [4]. Your business is on the hook even when the agency hits send.
When is an agency still the best choice?
A good agency brings expertise few small businesses have in-house: ad creative, paid campaign management, branding, photography, launch strategy. If your growth depends mostly on paid advertising, a specialized agency is often the best option today, and Pilotiko does not stand in for one there.
The hybrid model is common: an agency for ads and creative, and tools for continuous work (website, regular content, booking, reports). Pilotiko's comparisons spell out where each option is stronger.
Which agency tasks does Pilotiko handle?
Pilotiko builds and hosts your business website, generates its structured data, sitemap and llms.txt file, and audits your current site. It drafts posts and keeps an editorial calendar you approve, and produces internal reports. For visibility in Google and AI answers, see the guide to Google and AI visibility.
We talk about equivalent capacity, not savings: some agency tasks are covered, others are not. Pilotiko's prices are on the pricing page.
Frequently asked questions
How much does a marketing agency cost per month in Quebec?
It depends on scope and billing model, and we do not publish agency rates without a verifiable source. As a benchmark, Pilotiko's 2026 pricing study estimates that full marketing capacity from agencies and tools costs $16,688 to $55,023 a month. Get at least two detailed quotes.
Is ad spend included in the agency retainer?
Usually not. The media budget goes to Google, Meta or another platform, and management fees come on top. Ask for the two amounts to be shown separately.
Can an agency promise me the top spot on Google?
No. Google says there is no way to request or pay for a better local ranking. An agency can improve your site and your listing, but it cannot promise a position.
Do I have to sign a 12-month contract?
It is common but negotiable. Before signing, ask about the cancellation notice, what happens to your accounts and content at the end, and whether setup fees are refundable. Compare total cost over the term, not just the monthly price.
Who owns my website and Google listing if I switch agencies?
That depends on the contract, which is why it should be in writing. Make sure the domain name, Google Business Profile and ad accounts are in your name. Otherwise a switch can cost months of work.
Can an agency send promotional emails to my customers without consent?
No. CASL requires express or implied consent, sender identification and an unsubscribe mechanism for every commercial electronic message. The rules also apply to the business on whose behalf the message is sent.
